There's plenty of lipstick-covered lips concealing forked tongues these days. It's called superficiality, i.e., putting on a show of self-made "righteousness" while hiding the wickedness within. But perhaps the question should not be "who out there is it that does this?" Instead, maybe it should be, "What forked tongue do I try and keep behind lipstick?"

There's plenty. Particularly the Catholic church (but not all of them, just the deeply religious).
